A.  RULES OF OPERATION                                      

1. Registration fees are $60.00 per team. All team entries are to be submitted by September 15 of the current season. Only teams registered with the O.M.H.A. are eligible for membership in the Shamrock League.

2. Game lengths are per OMHA rule #26 (chart for minimum times) which are 10,10,15 for Novice and Atom; 10,15,15 for Peewee and Bantam; and 15,15,15 for Midget and Juvenile. There is to be no flood in any curfewed game. The game sheet must be initialed by both coaches prior to the start of the game.

3. The suggested starting times for games are as follows: Novice and Atom prior to 7:45 pm; Peewee and Bantam prior to 8:45 pm; and Midget and Juvenile prior to 9:30 pm. No game can be scheduled to start after 9:30 pm on any day or before 6:15 pm on a weeknight unless agreed to by both centers.

4. Admission price for all Shamrock League and League playoff games is: Adults $3.00; Students and Seniors $2.00; Children under 14 Free.

5. The home team must supply referees, game sheets, an official scorer, and a competent timekeeper. The visiting team has the right to put someone in the timer's box before the game begins.

6. The coaches should ensure the game sheet is fully completed. The home team coach shall be responsible for all additional information pertaining to the game sheet (e.g. game number, date, curfew, etc.)

7. Referees for all games must be carded as per O.M.H.A. rules for the respective age divisions. Bantam and Midget must use a three-man system.

8. Game change sheets must be submitted for any game cancellation. Any game cancellation other than for weather or unforeseen circumstances must be completed at least 7 days prior to the scheduled date and a rescheduled date must be set and agreed upon within 14 days. Games cancelled due to weather or arena breakdown require reasonable notice. Contact persons are responsible for all cancellations and  rescheduling.

9. All players’ certificates are to be forwarded to the O.M.H.A. Executive Member prior to the first league game.

10. A team entering a protest must do so in writing by Fax or Registered mail to the League President with copies going to the appropriate contact person. The letters or fax must be postmarked within 48 hours of the start of the game. Teams wishing to file a defense must do so within 36 hours after being notified of the protest by the President. The executive committee will rule on the protest. Any financial awards are due within fourteen (14) days or funds will be taken from the bond account. The center must reimburse the bond account by the end of the current season or face suspension.

11. The contact person is to ensure that game sheets and game change sheets are forwarded promptly.
- All game sheets (white copy) to Lori Van Osch (O.M.H.A. Convener)
- Green copy of game sheets and white copy of game change sheets to Dennis Kints (Statistician)
All sheets from each calendar week, Monday to Sunday, are to be mailed postmarked no later than Wednesday of the following week. A fine will apply for each sheet not forwarded on time. Game sheets (white copy only) sent directly to Sue Michalski (O.M.H.A. Executive Member) by the referee (i.e. match penalties) will not be covered by this rule.

12. All league games must be played. Any league game not played by one week after the schedule is finished will result in a fine. The League Executive will mediate any rescheduling difficulties.

13. All league playoff series and classifications will be set on the second Monday of February of the current season. Any team not wishing to compete in league playoffs must inform the league secretary by this date. Failure to meet playoff commitments will result in discipline by the league. Playoffs will follow the same rules as O.M.H.A. play downs. All series require a contract to be signed prior to the start of the first game and all game sheets are to be sent to the appropriate playoff statistician promptly.
Fines: A team's failure to meet its game commitment will be fined $150.00 with payment payable to the Shamrock League.
The League will then reimburse the center of the non-offending team the full amount of $l50.00.
Any association not represented at a scheduled league meeting will be fined $25.00
Protest fee is $25.00 Defense fee of a Protest is $15.00.
League games not completed as per Rule 12: $200.00 fine - $100 awarded to the offended center and $100 to the league.
Game sheets not received as per Rule 11: $10.00 fine per game sheet.

 

B. PLAY-OFF RULES:

PART ONE:

Play off meeting shall be set for Monday February 11, 2008 where the format of all series will be set for all pools. Centre Contacts are to be prepared to set up contracts for all teams involved, preferably with dates and times for first home game minimum.
Preliminary Round
Preliminary games begin with teams who are eliminated from OMHA playdowns only, beginning on February 12, 2008 and completed by February 26, 2008
Semi-Final Round
Play off meeting to be held on Wednesday Feb. 27, 2008 to set up second round series with current teams advancing and those returning after elimination from OMHA Quarter finals. Centre Contacts to be prepared to set up contracts for all teams involved, preferably with dates and times for first home game minimum.
(all teams advancing to OMHA Semi Finals and beyond must confirm with the League no later than 7.30 pm - Wednesday Feb. 27, 2008, of their intent to continue with Shamrock League playoffs)
Second round to begin on Feb. 28, 2008 and completed by March 11, 2008 (due to numbers this round may determine the playoff champion in some divisions)
Final Round
Final round to begin on March 12, 2008 and be completed by March 30, 2008 Shamrock Playoff Rules Revised 1/15/08

PART TWO:

League standings determine home ice advantage throughout entire playoff. Note: No games to be scheduled on a playoff meeting night unless permission has been given as stated below.
All head to head matches to be a minimum of a best of three (3) or a maximum of a best of five (5).
Round robin series will be a home and home to eliminate one team where applicable.
All games in a round robin series must be played.
No overtime period will be played in a round robin series.
In a round robin series, the following will determine final placement if records are equal after all games have been played.
Formula:  1. Head to Head play and/or
                  2.   Goals for/ (Goals For + Goals Against)
Note: The higher percentage (1.0 being the highest attainable) gains the higher position

One thirty second (30) time out allowed per team, per game.
Referees as per Shamrock Rule #7

Contact persons for each centre are responsible to forward the scores to League Playoff Committee within 24 hours after the completion of each game.
Failure to complete any game in a series or in a Round Robin or extending a series past the deadline date, without prior approval from the League Playoff Committee, will result in elimination of the offending centre from further play as per rule #13 in Shamrock Rules of Operation. Note: That any request for an extension of a series must be made in writing and faxed or hand delivered to a League Playoff Committee member 2 days prior to the deadline date established for that Round.
***Final series to be a minimum of a best of five***other lengths of series can be negotiated between centres with available ice times and confirmed with League executive.

OMHA rules are in effect throughout playoff format
Contracts are to be made up at each Playoff meeting to set the format for all series. Final completed Contracts must be faxed or e-mailed to the Playoff co-ordinator, by both Centre contacts with their respective signatures, no later than 72 hours after the Play-off meeting of the current round. (Mid-night of the third (3) day after the meeting)
